Amends Act 175, Session Laws of Hawaii 2009 to make permanent certain procurement code provisions related to subcontractor payment withholding requirements.

Removes the July 1, 2011 repeal date for sections 103D-709 and 103D-710(c) and (e) of Hawaii Revised Statutes, making these provisions permanent rather than temporary.

Specifies that sections 7, 9, and 10 of Act 175 (rather than the entire Part III) shall be repealed on July 1, 2011 and reenacted in their original form.

Effective date is July 1, 2010.
