Creates new section 291C-___ establishing speed and operational restrictions for medium-speed electric vehicles, limiting operation to maximum speed of 35 miles per hour.

Prohibits medium-speed electric vehicles from being driven on highways with posted speed limits exceeding 45 miles per hour or on H1, H2, and H3 freeways, except when crossing such highways at intersections.

Requires medium-speed electric vehicles to display a permanent notice of operational restrictions in clear view of the driver.

Amends section 286-41 to require applicants for initial registration of medium-speed electric vehicles to certify in writing that operational restriction notices are permanently attached to or painted on the vehicle.

Authorizes the director of transportation to adopt rules under chapter 91 to regulate the use of medium-speed electric vehicles.
