Appropriates general revenue funds to the Department of Human Services for child care subsidies in fiscal year 2010-2011.

Addresses a critical budget shortfall where the existing $66,000,000 child care subsidy program budget was expected to be depleted by the end of February 2010.

Notes that increased demand from families applying for assistance and rising child care provider rates are causing the budget to deplete faster than anticipated, leaving no funds available for subsidy payments from March through June 2010 without intervention.

Takes effect on July 1, 2010.
