• Establishes that tethers or chains must be at least five times the dog's body length (minimum 10 feet) and weigh no more than 10% of the dog's weight, with a swivel on at least one end.

• Prohibits tethering dogs under six months old and prevents tethers from allowing dogs to reach within five feet of property lines.

• Sets penalties of $50-$150 for first offense and $200-$500 for subsequent offenses, with no possibility of suspension.

• Effective date July 1, 2050.
