Requires the registrar of the Bureau of Conveyances to provide adjoining landowners with information of record regarding ownership, management, and control of public roads, highways, alleys, streets, trails, and other public ways upon request.

Extends the registrar's information-sharing requirement to waterways and water courses, including rivers, streams, ditches, and auwai (Hawaiian irrigation channels).

Allows adjoining landowners to submit requests using a form prescribed by the registrar to obtain available ownership and management information for adjacent properties.

Addresses public safety and health concerns by making ownership information publicly accessible, particularly for privately-owned roads and waterways that are in common use.

Takes effect on January 1, 2011.
