Amends Hawaii Revised Statutes Section 444-17 to expand grounds for revoking, suspending, or refusing to renew a contractor's license.

Modifies the existing provision regarding employment of ineligible workers to apply to "any project or operation" rather than limiting it to work under chapter 104 contracts.

Makes it grounds for license discipline if a contractor knowingly or intentionally employs a person who is not eligible to work in the United States under federal law.

Takes effect upon approval.
