Changes the Hawaii Board of Education composition from the existing structure to seven members elected at-large in a nonpartisan manner by qualified voters and four members appointed by the governor with senate confirmation.

Eliminates the previous two at-large school board districts (one for Oahu and other islands, one for Hawaii, Maui, Lanai, Molokai, Kahoolawe, Kauai, and Niihau) and the departmental school district requirements.

Appointed members serve terms expiring at the end of the governor's term and may be removed by the governor with senate approval.

Maintains the nonvoting student member position, which continues to be selected by the Hawaii State Student Council from public high school students.

Requires voter approval through a constitutional amendment ballot question before taking effect.
