Establishes an Office of Information Technology within the Department of Commerce and Consumer Affairs, headed by a Chief Information Officer exempt from civil service requirements and compensated at 95% of the Director's salary.

Transfers all information technology centralized services, coordination, and support functions from the Department of Accounting and General Services to the new office to develop standardized IT policies across all executive branch departments and agencies.

Creates a Shared Services Technology Special Fund funded by 5% of receipts from all special funds (except specified exemptions) and 5% of compliance resolution fund revenues to support consolidated IT operations, contracts, procurement, security, communications, and data center services.

Authorizes the Chief Information Officer to manage technology contracts, project procurement, computer security, voice/data communications, and disaster recovery facilities to achieve cost savings through economies of scale and coordinated multi-department purchasing.

Transfers all related personnel, equipment, records, contracts, and property from the Department of Accounting and General Services to the Department of Commerce and Consumer Affairs effective July 1, 2010.
