Changes the method of selecting board of education members from election by voters to appointment by the governor with senate advice and consent.

Removes the current system of two at-large school board districts (Oahu plus other islands, and Hawaii-Maui-Kauai islands) and departmental school district requirements.

Establishes a board of education selection advisory council to present pools of qualified candidates to the governor for appointment.

Retains the nonvoting student member selected by the Hawaii State Student Council and requires at least part of the board membership to represent geographic subdivisions of the state.

Requires voter approval through a constitutional amendment ballot question before taking effect.
