Proposes amendment to Article X, Section 3 of the Hawaii Constitution to remove the board of education's power to appoint the superintendent of education.

Removes language stating the board "shall appoint the superintendent of education as the chief executive officer of the public school system."

Allows the governor to appoint the superintendent of education as provided by law, replacing the board's appointment authority.

Ballot question would ask: "Shall the state constitution be amended to remove the power of the board of education to appoint the superintendent of education?"

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution.
