Prohibits employers from suspending, denying, or discontinuing temporary total disability benefits without a formal order from the director following a full and fair hearing.

Requires employers to provide injured employees at least two weeks' written notice before terminating temporary total disability benefits, including the reason for termination and notice of the employee's right to request a hearing.

Prevents discontinuation of temporary total disability benefits solely based on an employee's inability to perform light work if offered.

Authorizes injured employees to recover attorney's fees and costs from employers who fail to comply with temporary total disability benefit requirements.

Increases penalty for non-compliance from unspecified amounts to not more than $2,500 into the special compensation fund, in addition to attorney's fees, costs, and other penalties.
