Clarifies that permanent partial disability compensation is calculated as a weekly benefit equal to 66⅔ percent of the employee's average weekly wages, subject to maximum weekly benefit rate limitations under HRS 386-31.

Modifies the definition of compensable injuries under HRS 386-3 by restructuring the exclusions into a numbered list and refining language regarding intentional self-injury and unprovoked physical altercations.

Makes the Act effective upon approval and specifies that it does not affect rights, duties, penalties, or proceedings that began before the effective date.
