Eliminates workers' compensation coverage for injuries resulting from any act of violence, even if the employee is an innocent victim of unprovoked assault.

Eliminates workers' compensation coverage for claims of mental stress, removing previous exception for disciplinary actions taken in good faith by employers.

Establishes a confidential toll-free workers' compensation fraud hotline within the department of labor and industrial relations for reporting suspected fraud violations.

Appropriates funds for fiscal year 2009-2010 to establish and implement the workers' compensation fraud hotline.

Requires the attorney general to assign one deputy attorney general whose sole duty is to investigate and prosecute workers' compensation fraud violations under state law.
