Repeals provisions allowing the governor to implement after-the-fact payroll systems with delayed payment dates for public employees.

Establishes that public employees shall be paid semimonthly on the 1st and 15th of each month, with payments moved to the preceding weekday if these dates fall on a state holiday, Saturday, or Sunday.

Eliminates the previous system where paydays were on the 5th and 20th of each month under after-the-fact payroll.

Specifies that substitute teachers, part-time teachers, and casual employees may continue to be paid once per month.

Takes effect upon approval and directs the governor and comptroller to minimize disruptions in salary and wage payments during implementation.
