Allows the board to offer medical, hospital, surgical, and dental benefits plans to persons employed temporarily on a fee or contract basis who are excluded as employees under HRS § 87A-1.

Board may determine eligibility for temporary hires through rules exempt from chapter 91, without cost to employers.

Medical, hospital, surgical, and dental benefits plans are exempt from minimum group requirements under HRS Article 10A, Chapter 431, and may include prescribed hospital inpatient and outpatient services.

Persons enrolled in these plans pay monthly contributions directly to the board's designated carriers, which contributions may include the carrier's administrative costs.

Effective date is July 1, 2009.
