Creates a new Class C felony offense of accepting false identification documents for employment purposes, applying to employers who knowingly accept personal identifying information knowing the presenter is not the person identified.

Creates a new Class C felony offense of trafficking in personal identifying information for employment purposes, prohibiting knowingly selling, transferring, or transmitting personal identifying information (real or fictitious) to facilitate someone else's employment.

Defines "personal identifying information" as a driver's license, state identification card, or social security card.

Defines "employer" to include construction contractors and agricultural employers, but excludes the state, political subdivisions, and labor organizations except when acting as employers.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before its effective date.
