Amends Hawaii Revised Statutes Section 174C-7(b) to require one member of the Commission on Water Resource Management be appointed from each county, with remaining members appointed at large.

Requires at least one commission member have substantial experience or expertise in traditional Hawaiian water resource management techniques and traditional Hawaiian riparian usage.

Adds requirement that at least one commission member be a person who owns or is primarily employed by a farming operation as defined in Section 165-2.

Maintains existing requirements that the chairperson of the Board of Land and Natural Resources serve as commission chairperson and the Director of Health serve as an ex officio voting member.

Takes effect upon approval.
