Establishes seven separate bargaining units for Hawaii Health Systems Corporation (HHSC) employees, mirroring existing bargaining units but excluding HHSC workers from mixed units with other public employers.

Creates new bargaining units 14-20 covering HHSC nonsupervisory and supervisory blue collar workers, nonsupervisory and supervisory white collar workers, registered professional nurses, institutional health and correctional workers, and professional and scientific employees.

Designates the HHSC system regional boards and HHSC board as the public employer representatives for negotiating HHSC collective bargaining agreements, replacing prior voting structure that included other entities.

Adds HHSC nonsupervisory blue collar employees (unit 14) to impasse resolution procedures in Section 89-11, allowing voluntary mediation and other remedies similar to state employees and education workers.

Takes effect upon approval, with provision that amendments to Section 89-6 survive the reenactment of that section scheduled for July 1, 2010.
