Creates a new section in Chapter 87A of Hawaii Revised Statutes to extend health benefits coverage for dependent-beneficiaries past age 24 when called to active duty in the military or National Guard.

Requires dependent-beneficiary to have been a member of a reserve component of the United States armed forces and ordered to active duty in federal service while a full-time unmarried student under age 24.

Coverage extension period equals the lesser of: (1) the time the dependent was not covered by Department of Defense health benefits following deployment, or (2) the length of the deployment that occurred during the period of EUTF health benefits eligibility before the dependent's 24th birthday.

Board of Trustees shall adopt rules without regard to Chapter 91 (Hawaii Administrative Procedure Act) to implement the coverage extension provisions.

Takes effect upon approval.
