Adds "military deployment" to Hawaii Revised Statutes § 398-1, defined as deployment by order of a U.S. military branch to a region where hostile and hazardous combat or peacekeeping activities are being conducted.

Expands family leave entitlements under § 398-3(a) to include using four weeks of annual family leave to address family care, legal, and financial issues related to impending or active military deployment of an employee's child, spouse, reciprocal beneficiary, or parent.

Requires employees to provide military orders verifying the deployment and any other certifications or supporting documentation required under the family leave law.

Directs the director of labor and industrial relations to adopt rules in consultation with the department of defense to implement the military deployment family leave provision.

Effective date: July 1, 2009.
