Ensures injured employees receive temporary total disability (TTD) benefits even if employers deny the claim, pending Director of Labor and Industrial Relations review.

Requires the Director to issue an order before TTD benefits can be terminated, only after confirming the employee's treating physician cleared them to work, employer offered suitable work within medical restrictions, and Director reviewed submitted position papers from both parties.

Allows employers to request reimbursement from employees for TTD benefit overpayments made after the date benefits should have been discontinued.

Increases TTD benefit payments to employees when employers delay benefit payments.

Effective July 1, 2010, with Director required to convene a working group to address concerns raised by implementation.
