Proposes a constitutional amendment to Article XVI, Section 2 of the Hawaii Constitution to authorize the legislature to allow the judiciary to reduce pension benefits for employees' retirement system members convicted of felonies related to their employment.

Addresses the current lack of policy allowing reduction of pension benefits for state or municipal employees convicted of felonies, regardless of the severity of the offense or breach of public trust.

Adds language to the constitutional provision on employees' retirement systems to permit judiciary-imposed pension reductions as an exception to the protection of accrued retirement benefits.

Establishes a ballot question asking voters whether the legislature should authorize the judiciary to reduce pension benefits for employees' retirement system members convicted of employment-related felonies.

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution, following voter approval.
