Allows civil service employees to be moved or exchanged between state, county, and federal government positions under specified conditions.

Restores transfer rights and benefits for state and county employees that were repealed by Act 253, Session Laws of Hawaii 2000.

Removes requirement for open-competitive civil service recruitment process for determining employee fitness and qualifications in gaining jurisdictions.

Permits the Director of Human Resources Development to conduct noncompetitive examinations to determine employee fitness and qualifications for the class or position to which they are being moved or exchanged.

Eliminates restrictions requiring employees to hold permanent civil service positions in both sending and gaining jurisdictions.
