Establishes a two-year attrition policy (fiscal years 2009-2010 and 2010-2011) to reduce state government costs by leaving certain vacant positions unfilled or eliminated.

Excludes positions in the Department of Education, University of Hawaii, Hawaii Health Systems Corporation, Department of Commerce and Consumer Affairs, correctional programs, and mental health programs from the attrition policy.

For most departments, a specified percentage of vacant positions may be refilled, a percentage held in a statewide personnel pool, and a percentage eliminated; the governor may propose transfers between departments after June 30 in each year, subject to legislative approval.

For the judiciary, the chief justice may refill a specified percentage of vacant positions, with a percentage held vacant for both fiscal years and a percentage eliminated.

Takes effect July 1, 2009, with the Director of Finance required to report position reallocations to the legislature at least 20 days before the 2010 and 2011 legislative sessions.
