Establishes a language access translation bank within the Office of Language Access under the Department of Labor and Industrial Relations.

Requires the executive director to hire and train translators and interpreters meeting professional qualifications to serve state departments upon request.

Directs the executive director to maintain a group of translators in the five ethnic languages identified as most underserved by reviewing each department's language access plan.

Requires the executive director to develop translator qualifications with stakeholder input, collect usage data, and collaborate with agencies serving limited English proficient persons.

Appropriates funds for fiscal years 2009-2010 and 2010-2011 to establish and operate the translation bank, effective July 1, 2009.
