Transfers homeless programs and functions from the Hawaii Public Housing Authority to the Department of Human Services' Benefit, Employment, and Support Services Division.

Creates a new Part in Chapter 346, Hawaii Revised Statutes establishing comprehensive homeless program definitions, eligibility standards, provider agency requirements, and shelter stipend provisions.

Exempts provider agencies and donors contributing to homeless facilities from general excise tax, real property taxes, water and sewer fees, and liability for civil damages (except gross negligence).

Requires provider agencies operating homeless facilities to provide shelter within three days of a vacancy or within seven days of application, with authority to impose restrictions on participants who abuse services.

Transfers four permanent full-time positions from Hawaii Public Housing Authority to the Department of Human Services and repeals Chapter 356D, Part VII relating to prior homeless program statutory authority; effective July 1, 2010.
