Exempts contracts for personal services with private entities from civil service law when specific conditions are met, including vacant positions unfilled for six months, special equipment or expertise requirements, intermittent work needs, capital projects, federal compliance needs, and unforeseen service demands.

Allows state and county contracts lasting up to one year for services at vacant civil service positions if the department demonstrates legitimate hiring efforts and the director certifies those efforts were made.

Permits contracting for services requiring special equipment, knowledge, expertise, or proprietary information when cost-effective to do so, with department heads determining cost-effectiveness.

Requires annual reporting to the legislature by affected state and county departments detailing contracted services, justification, costs, contract copies, and any civil service employee displacement.

Adds exemption provisions to Hawaii Revised Statutes chapters 76 and 103 for personal services obtained through grants, subsidies, or purchase-of-service agreements under chapters 42F and 103F.
