Exempts grievance arbitrations between public employers and public employee unions under chapter 89 from most provisions of the Uniform Arbitration Act (chapter 658A), except for sections governing awards procedures and court enforcement.

Restores the right of public sector parties to negotiate their own grievance arbitration procedures, particularly regarding discovery rules.

Prohibits public sector arbitration awards from being used as binding precedent, stare decisis, collateral estoppel, or res judicata in other public sector arbitration disputes.

Specifies that court confirmation of awards in public sector arbitrations applies only to that specific award and cannot establish precedent for other public sector arbitration cases.

Effective upon approval.
