Establishes liability protections for volunteer medical personnel (physicians, psychologists, nurses, emergency medical technicians, social workers, mobile intensive care technicians, and physician assistants) licensed or employed in Hawaii when providing authorized volunteer medical services on behalf of the State or a county.

Grants immunity from civil liability for volunteer medical personnel except in cases of willful or criminal misconduct, gross negligence, or reckless misconduct.

Entitles injured volunteer medical personnel to workers' compensation benefits under section 386-171.

Makes the State or county liable under respondeat superior doctrine for negligent acts or omissions of their volunteer medical personnel, notwithstanding immunity granted to the volunteers themselves.

Exempts volunteer medical assistance services from the general volunteer liability exception in section 662D-3, ensuring these volunteers receive specialized protections distinct from other volunteer activities.
