Reclassifies four special funds under the Department of Labor and Industrial Relations as trust funds: the unemployment compensation fund, special compensation fund, disability benefits fund, and premium supplementation fund.

Amends the disability benefits fund statute to explicitly authorize use of fund moneys for automation of workers compensation, temporary disability insurance, and prepaid health care programs.

Appropriates $5,000,000 from the disability benefits fund for fiscal year 2008-2009 to fund automation of the workers compensation, temporary disability insurance, and prepaid health care programs.

Changes statutory language from "special fund" to "trust fund" in sections 383-121, 386-151, 392-61, and 393-41 of the Hawaii Revised Statutes.
