Amends Hawaii Revised Statutes Section 134-16 to authorize law enforcement officers of the Department of Public Safety and conservation and resources enforcement officers of the Department of Land and Natural Resources to possess and use electric guns, while maintaining the general prohibition on possession by the public.

Requires electric guns to remain in custody and control of authorized law enforcement officers at all times and mandates that county police departments, Department of Public Safety, and Department of Land and Natural Resources maintain records of all electric gun usage similar to firearm discharge records.

Requires annual reporting to the legislature no later than 20 days before each regular legislative session regarding electric gun usage records maintained by law enforcement agencies.

Mandates that officers authorized to use electric guns must complete manufacturer training or manufacturer-approved training programs before deployment, with option for concurrent training between departments to reduce costs.

Requires the Department of Land and Natural Resources conservation and resources enforcement program to meet Commission on Accreditation for Law Enforcement Agencies, Inc. standards prior to obtaining electric guns and related equipment.

Takes effect July 1, 2010.
