Declares that Hawaii and other states possess sovereign rights under the U.S. Constitution and should not be subject to unlimited federal government authority.

Asserts that Congress only has delegated powers to punish treason, counterfeiting, piracy, felonies on high seas, offenses against the law of nations, slavery, and manage U.S. securities and currency.

Calls for nullification of federal acts, executive orders, or judicial orders that exceed constitutional authority and diminish state liberty, including those regarding martial law, involuntary servitude, religion, political speech, press freedom, and gun rights.

Proposes that if federal acts conflict with the U.S. Constitution, all previously delegated federal powers revert to individual states and any future federal government requires ratification by three-quarters of the states.

Requires transmission of certified copies of this resolution to the President of the United States and Hawaii's congressional delegation.
