Requests the Department of Education and Honolulu Community College to form a task force to study the feasibility of creating a Vocational/Technical Education Learning Center at Honolulu Community College.

Task force must report on facilities needs, personnel requirements, student accountability measures, budgetary requirements, and curriculum plans for the proposed learning center.

Report must address whether credits earned could count as both Department of Education and community college credits and how contact hours would satisfy accreditation requirements.

Task force must explore expanding Early Admit, Running Start, and similar programs to allow students to participate in college course offerings while attending the learning center.

Requires submission of findings and recommendations to the Legislature no later than twenty days prior to the 2011 Regular Session.
