Request all Hawaii public high schools and their school community councils to review the Educational Policy Improvement Center's (EPIC) college readiness model based on four dimensions: key cognitive strategies, key content knowledge, academic behaviors, and contextual skills/college knowledge.

Request high schools to assess how their programs, culture, and structure align with EPIC's model and the ten key themes identified from thirty-eight successful model high schools nationwide.

Request high schools to identify needed improvements to increase college readiness for all students and include these improvements in their academic and financial plans for the 2011-2012 school year.

Require the Department of Education to report to the Legislature no later than twenty days before the 2011 Regular Session convening on the extent to which high schools have reviewed the EPIC model, evaluated their college readiness, and incorporated appropriate changes into their academic and financial plans.
