Notes that the Department of Accounting and General Services already handles accounting, payroll, and collaborates on library facility repairs and construction, making a transfer administratively feasible.

Identifies library facilities maintenance and improvement as a primary function better suited to the Department of Accounting and General Services, which has significant facilities management expertise and resources across neighbor islands.

Requires the transition plan be submitted to the Legislature no later than twenty days before the 2011 Regular Session convenes.
