Request the Legislative Reference Bureau to study interim amendments to Hawaii Administrative Rules relating to construction contracts under the Hawaii Public Procurement Code adopted since January 1, 2003.

Determine whether those amendments are contrary to the letter or spirit of chapter 103D, Hawaii Revised Statutes (Hawaii Public Procurement Code).

Study the feasibility and advisability of requiring the Procurement Policy Board to provide timely notice to trade unions or trade associations in Hawaii when adopting interim rules.

Legislative Reference Bureau must submit findings to the Legislature no later than twenty days before the 2011 Regular Session convenes.

State Procurement Office requested to provide full cooperation and support to the Legislative Reference Bureau for this study.
