Requests the State Auditor to conduct an impact assessment of mandating health insurance coverage for hearing aids under S.B. No. 192, S.D. 1 (2009), pursuant to Hawaii Revised Statutes sections 23-51 and 23-52.

Directs the Auditor to identify the number of Hawaii residents who are deaf, hard of hearing, or deaf-blind based on national prevalence rates to determine potential impact from hearing aid and cochlear implant costs.

Requires the Auditor to survey other states that have implemented hearing aid or cochlear implant mandates to examine their experience and identify standards for replacement frequency and cost limitations.

Requests research on public and private entities' coverage standards for hearing aids and cochlear implants, including Medicare, Medicaid, and Hawaii health plans, with comparison of different standards for adults versus children.

Directs the Auditor to submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than twenty days before the 2011 Regular Session convenes.
