Requests the Hawaii State Legislature convene a Hawaii Health Care Summit to develop a strategic and comprehensive plan for health care in Hawaii.

Summit shall consist of 26 members including appointees from the Senate President (6), Speaker of the House (6), Governor (3), legislative committee chairs, state officials, and representatives from medical associations, hospitals, health plans, and business groups.

Summit must develop plans addressing emergency and trauma systems, fair reimbursements to providers, hospital and long-term care facility financial performance, physician workforce development (especially rural areas), other health care professional workforce development, and health information technology aligned with federal electronic health records efforts.

Summit must submit recommendations and implementing legislation to the Legislature and Auditor no later than 20 days before the 2011 Regular Session convening; the Auditor shall then prepare a comprehensive Hawaii Health Care Summit plan incorporating the recommendations for submission before the 2012 Regular Session.

The Hawaii Health Care Summit shall cease operations after the 2011 Regular Session adjournment, with the Auditor's plan to be updated every 10 years with reports submitted to the Legislature prior to Regular Sessions in the year following each 10-year period.
