Requests the State Auditor to assess the social and financial effects of mandating health insurance coverage for weight management and obesity treatment for children, as specified in S.B. No. 794 (2009).

Requires the Auditor's report to include findings on coverage impacts for individual and group health insurance policies, pursuant to Hawaii Revised Statutes sections 23-51 and 23-52.

Directs the Auditor to submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Addresses childhood obesity in Hawaii, noting 26.9 percent of children ages 10-17 are overweight or obese, with estimated annual medical costs of $290 million attributable to adult obesity.

Requires the Insurance Commissioner to transmit copies of the resolution to all health insurers operating in Hawaii.
