Request the State Auditor to conduct a comprehensive management audit of the Hawaii Department of Education's mid-level management and operations.

Last comprehensive management audit of the Department of Education was conducted in February 1973 (Audit Report No. 73-1), requiring an updated review of management systems and controls.

Audit must include findings and recommendations on best practices for educational systems management, improvements to daily operations, compliance with federal and state laws, and enhancement of management and administrative operations.

Auditor required to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the start of the 2011 Regular Session.

Certified copies of the resolution to be transmitted to the Auditor, Superintendent of Education, and Chairperson of the Board of Education.
