Requests the Legislative Reference Bureau to study and compare the cost effectiveness of the Hawaii Public Employees Health Fund, the Employer-Union Health Benefits Trust Fund (EUTF), and a hybrid plan proposed in S.B. No. 2849.

Directs the Legislative Reference Bureau to provide a recommendation on which plan would be most cost effective for government workers currently covered by the EUTF.

Requires the Legislative Reference Bureau to report its findings and recommendations to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Addresses rising health benefits costs under the EUTF that have created financial hardships for some beneficiaries and their families.

Directs certified copies be transmitted to the Board Chairperson of the EUTF, the Director of the Legislative Reference Bureau, and the Office of Collective Bargaining.
