Legislative Reference Bureau requested to conduct a study with Department of Transportation assistance to determine if savings can be achieved by consolidating common functions across the Highways, Harbors, and Airports divisions.

Study must examine whether planning, administration, and personnel functions can be consolidated rather than duplicated across the three divisions.

Study must assess whether excess staff exists at lower-ranking clerical levels and identify obsolete positions while evaluating staffing needs for emerging disciplines such as environmental studies and economic analysis.

Legislative Reference Bureau required to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2011 Regular Session convening.

Certified copies to be transmitted to the Director of Legislative Reference Bureau, Director of Transportation, and Chair of the Task Force on Reinventing Government.
