Requests the Legislative Reference Bureau to conduct a study with the Department of Transportation to develop metrics for measuring transportation expenditures by units such as vehicle miles and tonnage.

Study aims to determine whether Oahu's subsidization of airport, harbor, and highway projects in Hawaii, Maui, and Kauai counties is based on objective criteria or political negotiation.

Directs the Legislative Reference Bureau to report findings and recommendations to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Stems from recommendations by the Task Force on Reinventing Government's Department of Transportation/Transportation Subcommittee to ensure equitable distribution of transportation tax revenues and federal funding to neighbor islands.
