Request for the State Procurement Office to conduct a feasibility study on centralizing complex procurement services for state agencies through a fee-for-service or alternative funding mechanism.

Study must compare costs, personnel requirements, and time needed to prepare complex procurement documentation when conducted by agency staff versus when conducted by the State Procurement Office.

If centralization is found feasible, the office must determine whether a fee-for-service funding model is recommended and propose the recommended fee amount.

If fee-for-service is not feasible, the office must recommend alternative funding mechanisms such as collecting a percentage of special fund receipts or pro rata administrative expense reimbursement.

Findings and recommendations must be reported to the Legislature no later than twenty days before the 2011 Regular Session convenes.
