Requests establishment of a joint government and private sector Human Resources Task Force to study simplification of Hawaii's job classification system, which currently contains 1,700 classifications.

Task Force directed to develop a more flexible job classification system allowing greater latitude in classifying positions and to determine whether compensation levels across classifications are appropriate.

Task Force must study the role and responsibilities of the Department of Human Resources Development as a central agency and its authority relationship with line department staff.

Task Force shall establish benchmarks based on best practices and identify specific impediments to reforming the civil service compensation management system.

Task Force must submit recommendations and proposed legislation to the Legislature no later than twenty days before the 2011 Regular Session convening.
