Requests the Senate President and Speaker of the House to convene a joint public and private sector task force to assess which services should be provided by government, which level of government (state or county) should provide them, and which could be better provided by the private sector or public-private partnerships.

Task force membership to include representatives from the executive, legislative, and judicial branches of state government; Hawaii county, Kauai county, Maui county, and Honolulu city and county governments; and private and nonprofit sector organizations with experience in government service provision.

Task force members to select their own chairperson and must use performance-based metrics and measurements when assessing which sector would better serve the public and achieve service goals.

Task force required to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2011 Regular Session convening.

Legislative Reference Bureau requested to assist the task force in drafting recommendations and proposed legislation.
