Convenes a Joint Legislative Work Group during the 2010 interim to develop recommendations for practical incentives supporting the film, creative media, and defense and dual-use industries in Hawaii.

Work Group includes the Senate Committee on Economic Development and Technology, House Committees on Economic Revitalization/Business/Military Affairs and Tourism/Culture/International Affairs, Directors of Business/Economic Development/Tourism and Taxation, science and technology organization representatives, and five industry stakeholder representatives.

Requires the Work Group to evaluate existing tax credits under Hawaii Revised Statutes sections 235-17, 235-110.9, and 235-110.91, review other state and federal incentives, and develop legislation to improve or establish alternatives to existing credits.

Mandates the Work Group submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2011.
