Convenes a working group comprised of state legislative committees, government agencies, educational institutions, and agricultural organizations to examine farm to school models in Hawaii.

Directs the working group to study existing local programs including ĀINA IS, Moanalua Elementary School, MAʻO Organic Farms, and The Kohala Center, as well as national programs such as the Summer Food Service Program and School Breakfast Program.

Requires the working group to propose a pilot farm to school program for each island addressing local food production, infrastructure development, financing, health and nutrition education, community outreach, and implementation barriers.

Mandates the working group submit findings and recommendations to the Legislature no later than twenty days prior to the 2011 Regular Session convening.
