Requests Hawaii Tourism Authority and Department of Transportation to establish conservation outreach kiosks in each state-owned airport.

Kiosks must include information on Hawaii's unique ecosystems, Hawaiian monk seal behavior and protection, recommendations for visitor/resident conservation practices, and applicable federal and state endangered species laws.

Kiosks must feature both print and video information sources with the Hawaiian monk seal designated as the dominant symbol.

Addresses declining Hawaiian monk seal population (fewer than 1,200 individuals declining at 4% annually) and recent incidents of intentional seal killings on Kauai and Molokai.
