Urges Congress to enact legislation establishing a single-payer health care financing system for the United States with universal coverage for all residents.

Calls for creation of a National Health Board accountable to the public interest and insulated from special interest influences, with expertise in health economics and representation from physicians, hospitals, other healthcare providers, and the public.

Grants the National Health Board authority over provider fee structures, allocation of government funding for health care education and training, medical research, public health programs, scope of practice issues, and quality improvement programs.

Empowers the National Health Board with substantial authority over public financing of the single-payer system, including health care taxes, to ensure cost-effective spending and maintenance of quality healthcare in perpetuity.

Directs transmission of certified copies to the President, Speaker of the U.S. House of Representatives, Majority Leader of the U.S. Senate, and Hawaii's congressional delegation.
